Brooke Matthews

Program Manager

Brooke brings more than a decade of non-profit experience to Continuum leadership.  Her background includes 15 years of corporate management, 4 college degrees, and 11 years volunteering with Shiba Inu rescue.  Brooke is an avid hiker who can be found hunting waterfalls on her days off.  She also enjoys whitewater, biking and rock climbing and finds motivation in her favorite quote:  "The only thing necessary for the triumph of evil is for good (people) to do nothing".

Amber Freeman

Program Coordinator

Hi, I'm Amber Freeman, the Program Coordinator for OC3. In my role, I support both the planning and data departments of our Continuum of Care to help ensure our strategies are comprehensive, accountable, and impactful—ultimately enhancing how we serve our members and strengthen our housing system. With over a decade of experience in the Community Action network, I hold certifications as an NCRT, NCRI, and CCAP. I’m deeply committed to social justice and creating opportunities for everyone to live with dignity and decency. To further this commitment, I’m currently pursuing my Master of Social Work at USC, with a concentration in Social Change and Innovation. Outside of work and school, I enjoy traveling, being outdoors—especially at the beach—exploring new foods and experiences and spending quality time with my pets and loved ones.

Morgan Jessie

Program Specialist

Hi there, I'm Morgan Jessie, the Program Specialist for the Oregon Community Continuum of Care (OC3). My main responsibilities in my role include providing housing resources to community members, coordinating the OC3 Domestic Violence Providers Workgroup, and supporting initiatives on the planning side of programming. With a BA in Public Health from the University of Iowa and serving a year of national service with AmeriCorps VISTA, I have experience in both local government and nonprofit settings. Outside of my role with the Balance of State, I enjoy photography and am an avid movie watcher! 

David Mulig

Data Systems Manager
 
After leaving my first career in IT, I set out to find work that I felt truly makes a difference. My passion for this led me to work in school-based programs in San Francisco, where I supported student well-being through behavioral health initiatives, helping young learners thrive. Following that role, I joined my local Community Action Agency (CAA) overseeing housing assistance, energy assistance, and senior services.
Now, at the Oregon Balance of State Continuum of Care, I leverage my IT expertise in data management and deep knowledge of CAA programs to ensure compliance with HMIS requirements and support HMIS users implementing programs I once guided.
My professional journey has been shaped by purpose, compassion, and leadership. Through my work, I am dedicated to using my skills to create lasting, meaningful changes in our communities.

Data Analyst

Hi, I'm Shriyansh Sharma, the Data Analyst for OC3. I focus on improving the quality of our HMIS database and supporting our Continuum of Care in making more data-driven decisions. Outside of work, I enjoy reading fantasy novels and watching Premier League matches!
