The OC3 Board

The OC3 Governing Board is made up of 29 seats with 27 current members. Every June, the current Board attends an in-person meeting to have a regular meeting, but also vote on Board positions. Applications are also open year-round, just contact Program Manager, Brooke Matthews, for more information.

The purpose of the OC3 Board is to give direction and guidance on how best to address the housing crisis in the Continuum of Care (CoC)'s geographic service area using members' collective valuable insight and experiences to guide the work of CoC staff. The Board collaborates amongst the 7 other CoC's in the state, as well as cross-country collaborations to gain insight on emerging best practices.

At this current time, the open positions on the Oregon Community Continuum of Care (OC3) Board are:

1 vacancy for Regional Representative #2: Douglas, Josephine Counties

 

The OC3 Board has public meetings, meaning that anyone can attend!

Susan Prettyman Hartill

OC3 Board Chair

Susan is the Deputy Director of The Harbor, which provides services to survivors of domestic violence, sexual assault, and stalking in Clatsop County. In addition to serving as Chair of the OC3 Executive Board, she also serves as the Chair of the Clatsop Columbia Pacific CCO Community Advisory Council and has served the past 8 years on the Astoria School District Budget Committee.

Chantelle Estess

OC3 Board Vice-Chair

Chantelle is a Program Manager for Lincoln County Health and Human Services where she oversees shelter operations, behavioral health outreach, and community wellness initiatives with a trauma-informed approach. With a strong foundation in business and criminal justice, Chantelle blends strategic leadership with deep compassion to support vulnerable populations and drive long lasting change in public health systems.

Claudia Limon

OC3 Board Executive Committee Secretary

Claudia is in her first term on the OC3 Executive Committee after serving several years on the board. As Director of Programs for the Community Action Program of East Central Oregon (CAPECO), she leads key initatives across Umatilla, Morrow, Gilliam, and Wheeler counties. Claudia brings extensive experience serving clients in Eastern Oregon and is committed to advancing system-wide efficiency in housing across the CoC's 26 counties. Claudia remains civically active in her community, serving on her local school board as well as the local Educational Service District Board in her area.

Scott is a South Coast community builder with life experience from being homeless in New York at age 15. An entrepreneur who brings his out-of-the-box thinking to "get things done"!
