A Little Bit About Us

The Oregon Community Continuum of Care (OCCC) encourages member communities to develop comprehensive systems that address the diverse needs of homeless and at-risk populations by providing a framework for organizing and delivering housing and services. The approach is based on the recognition that homelessness is not solely caused by a lack of shelter but involves various underlying and unmet needs, including physical, economic, and social factors.

Currently, the OCCC comprises members from 26 counties not covered by any other Continuum of Care: Baker, Benton, Clatsop, Columbia, Coos, Curry, Douglas, Gilliam, Grant, Harney, Hood River, Josephine, Klamath, Lake, Lincoln, Linn, Malheur, Morrow, Sherman, Tillamook, Umatilla, Union, Wallowa, Wasco, Wheeler, and Yamhill.

Per the United States Department of Housing and Urban Development (HUD), the Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness.

The Continuum of Care (CoC) is structured in a way that the Community Action Partnership of Oregon is the Collaborative Applicant (CA) for the CoC. This means that OC3 is not a 501c3 in itself, but belongs as a functioning program to this nonprofit agency.
