Average affordable housing projects have annual vacancies of between 42-48%; this means nearly half of affordable housing residents are unable to maintain stable housing. At Applegate Landing (AGL), thanks to on-site supportive services, advocacy, and stabilization efforts offered through Crossroads Communities (CRC), the property manager has an annual vacancy rate of about 15%, or approximately 1/3 the amount of affordable housing that lacks on site residential supports.

Part of a permanent supportive housing facility with 21 units in total, the complex consists of 18 one bedroom units, 1 two bedroom unit, and 1 three bedroom house. The housing project focuses on households with low-and-moderate income (LMI) and at least 9 of the units reserved for those with severe and persistent mental illness (SPMI).
Crossroads Connections Men's Transition House is located in Lebanon, OR. Created by Crossroads Communities, this transitional living house has 13 beds for those exiting treatment for that of substance use disorder (SUD), serious and persistent mental illness (SPMI), or justice involvement. This housing project is an option for those that need 3-11 months of supportive care in getting on their feet and moving forward in a positive way.
Clatsop County, OR - Clatsop Community Action (CCA), a nonprofit agency dedicated to helping people
meet their basic living needs, is proud to announce the launch of Esperanza Village, a new microhousing shelter project to address the need for transitional shelter in the county. The project will
provide 15 units of case-managed transitional shelter along N. Roosevelt Drive in Seaside to individuals
on their path to permanent housing. Here are some key points about the project:
• Residents will be part of an active and supportive community and will receive guidance from
on-site Case Management staff to help them along the path to self-sufficiency.
• The project will consist of 15 tiny-home style units, a community room, two bathroom/shower
buildings, and a services office staffed by non-resident case managers who will provide roundthe-clock oversight to the village.
• Clatsop Community Action will provide on-site case management and access to needed services
through its county-wide network of service providers and community partners.
• Residents will be expected to transition into more permanent housing after 18 months in the
units.
• The site will provide five off-street parking spaces, one of which will be van-accessible and ADA
compliant, and 10 bicycle parking spaces. No off-site parking will be permitted for operations or
residents.
• The project will be a place of support and community-building and an important step on
people's journey to get back on their feet and become self-sufficient contributors to our
communities.
Promise Inn, a project of the Community Action Program of East Central Oregon (CAPECO), is located in Pendleton, Oregon. The project serves all unhoused people, including families and individuals. The project has 34 units with 37 total beds where folks can stay up to 90 days, but are expected to check out daily between 9am and 5pm. The project understands the needs of the folks they are serving, and guests are allowed to leave items in their room and will have the same room assignments for the duration of their stay with Promise Inn. Additionally, the project features onsite case management provided by CAPECO staff to provide a full array of services to those guests staying at Promise Inn.
The Annex, created by Mid Columbia Community Action Council (MCCAC), now proudly provides over 50 transitional housing and shelter units with coordinated supportive services integrated on-site in collaboration with our community partners.
Following the successful conversion of a former motel, The Annex now provides safe, accessible transitional housing for individuals and families from Hood River, Wasco, and Sherman counties.
